Of the many irregularities that occurred last year in the state project entitled “Stray dog ​​management and control services throughout the Republic of Kosovo, with procurement number 40800-18-1064-2-1-5”, KFVA, this year, has to decide on some important and effective criteria for selecting veterinarians as potential winners for 2019 (if applicable this year as well).

CRITERIA THAT HAS TO BE MET BY VETS:

  1. Legitimate veterinarians to apply, must be veterinarians with experience in dealing with small animals – such as dogs, cats, rabbits, etc. To have a proven continous work with dogs
  2. Livestock veterinarians should be excluded – as they usually have no small animal experience and may not do an effective job that guarantees the full well-being of the treated dogs.
  3. All clinics should be contracted by the KFVA, not entered into consortia with key team leaders, for 7 regions of Kosovo … these types of consortia in 2018 have allowed many mistakes to be made and to create anger among veterinarians. The professional level is still lacking in our society. It is evidenced by the behaviors of some regional team leaders towards their subcontractors. Except for some that have been successful, according to our monitoring.
  4. The clinics of the winning entities must have adequate space and equipment for genuine medical treatment. There should be no concessions or understanding here. A veterinarian, no matter how small the business, must have the equipment necessary for operation. Tenders are not charity instruments for veterinarians, but great value for money for the proper performance of work and services.
  5. The place of dog shelter for at least 72 hours after castration MUST be in accordance with ADMINISTRATIVE INSTRUCTION 04/2017 on the terms of the TEMPORARY TREATMENT CENTERS.

No, as inspected by our organization, most places of refuge were covered by dog ​​feces and mud. In the same place, newly operated dogs slept (as pictured below).
