Here you can find the report with recommendations of the Ombudsperson, Ex-Officio, Case no. 517-2019 regarding the danger posed to citizens by stray dogs.
In this report, the Ombudsperson recommends the following:
- Establish a national plan for managing the stray dog population;
- To change the current legal acts so that the registration of dogs with owners becomes mandatory, as well as the licensing of breeders of companion animals (in this case, dogs);
- To establish temporary shelters for stray animals (according to AI 04/2017 on the technical conditions that must be met by these centers);
- Organize awareness and education campaigns on the topic of animal welfare, specifically about dog behavior.
Since its establishment, our organization has called on both central and local institutions to take these measures, as the most effective and humane way of managing the stray dog population.
These measures, in addition to ensuring greater animal welfare, would ensure that the safety and public health of citizens is not compromised.
Therefore, we as an organization will initiate meetings with the Municipalities of Kosovo, so that the recommended measures of the Ombudsperson are implemented as soon as possible throughout the Republic of Kosovo.
