The Food and Veterinary Agency (FVA) has reopened the tender for the identification and registration of dogs with keepers (owners).

The previous tender was canceled due to procedural errors, as it did not allow the contracting of more than one entity per municipality, in accordance with the Procurement Law.

The Office of the Prime Minister has done a very important work to help the FVA find the right procedure in accordance with the Law on Procurement, to contract more veterinary entities to implement the project of identification and registration of dogs with keepers (owners).

With the new tender, more than one veterinary entity can be contracted per municipality, depending on the interest of veterinarians to participate in the project. Therefore, we call on veterinary entities to apply in this tender, and give their contribution to improve the situation with dogs on the street in a sustainable way.

Identifying and registering dogs with keepers (owners) is a very important measure to prevent the abandonment of dogs by irresponsible owners, and consequently prevent the increase in the number of dogs on the street due to abandonments.
In addition, this project will offer free castration and sterilization of dogs with keepers (owners), which can be done voluntarily by dog owners and we hope that veterinarians will recommend this opportunity to their customers as dog keepers/owners.

Our organization has already contacted the Ministry of Internal Affairs, to organize an informative meeting and to submit to the Police a guide for the implementation of the new legislation in force which obliges the identification and registration of dogs, as well as to fine people who act in contravention of the provisions in force, as well as those who abandon their animals on the street.

The Ministry of Internal Affairs was also part of the meeting that Prime Minister Kurti called for the issue of stray dogs and the same Ministry has pledged to support the proper implementation of state projects to alleviate the problem of continuous increase in the number of dogs on the street.

The FVA should also establish an inspection plan of animal keeping in households, to ensure that animal welfare is fully respected by animal keepers.

We hope that with the approval of the National Strategy proposed by our organization, the Government of Kosovo will add more veterinary inspectors to start inspections of companion animal keeping, because so far, FVA (and municipal) inspectors have not done any inspections in this regard. Without awareness and punishment (when necessary) of bad keeping of dogs as companion animals, the situation on the ground cannot be improved.

We will inform you about the next steps in this direction and when the registration starts to be implemented concretely in the field, through an already active awareness campaign.
