The Ministry of Agriculture, Forestry and Rural Development has decided to establish a working group to amend and supplement the Administrative Instruction (MAFRD) 04/2017 on Technical Conditions which must be met by temporary treatment centers for stray animals. Our organization has long demanded that the shelters of companion or stray animals be included in the legal framework because animal shelters in Kosovo are uncontrolled and non-standardized to fully respect the welfare and rights of animals.

Supplement and amendment of this administrative instruction is foreseen within the EU project “Support to establishing disease surveillance and control programs and alignment with Chapter 12 of the acquis”, in cooperation with the FVA, where our organization was invited be part of this working group, as a part of the civil society.

In addition to changes in the technical conditions for temporary treatment centers where stricter monitoring of veterinary entities that implement CNVR projects will be proposed. This administrative instruction is expected to include the standards and technical conditions that must be met by shelters / centers that shelter animals with and without keepers (owners).

Through the new changes, new standards will be set which will give priority to animal welfare and professional and transparent work.

Our organization is also in contact with partner organizations (TIR, StrayCoCo), to receive suggestions to propose the best standards for the treatment and housing of animals, especially stray ones.
