Our organization is dedicated to addressing animal cruelty cases by submitting criminal complaints supported by valid evidence. However, it is important to emphasize that the responsibility of reporting criminal offenses lies not only with our organization but also with every citizen. We recognize that our capacity to report every case of animal cruelty is limited, and therefore, we rely on the active involvement of concerned individuals in reporting such incidents to law enforcement agencies, such as the Police and Basic Prosecution Offices. It is essential that a larger number of citizens participate in this effort to ensure prompt and effective outcomes.

It is crucial to note that the mistreatment of animals is strictly prohibited under Article 346 of the Criminal Code of the Republic of Kosovo. Consequently, anyone who witnesses animal mistreatment has a legal obligation to report the incident to the competent authorities. Failure to report such a crime is, in itself, a criminal offense.

To assist you in filing a criminal complaint for animal cruelty, we have provided instructions on the necessary steps below.

Step 1:

If during the telephone conversation with the Police, they try to ignore you or neglect the case you want to report, you can ask the first and last name of the speaker to forward your complaint of the police officer to the Police Inspectorate of Kosovo.

Step 2:

If you are ignored during your report at the police station, you can turn to the Police Inspectorate of Kosovo. If you do not know the first and last name of the police officer, you can write the number of the officer which you can see on their uniform on both sides of the shoulders. With that number, you can report the negligent officer.

Always remind the officer that mistreatment of animals, poisoning of their water and food, dog fights or cruel competitions with animals and sexual acts with animals (zoophilia) are considered criminal offenses according to article 346 of the Criminal Code. The police are obliged to report the case to the prosecutor in charge and give you a case number.
