Since September 2022, the Municipality of Pristina does not provide access to the documentation and reports of veterinarians (economic operators) for the CNVR project (catch, neuter, vaccinate, release).
We are extremely disappointed that the Municipality of Pristina, which should be an example for all other municipalities, is not interested in working with full transparency.
Reports and data of public projects are guaranteed to citizens and Civil Society Organizations, and the most important pillar in these public projects is precisely the accountability and institutional transparency to ensure that public money is spent properly and that the objectives of the project contract are achieved professionally. Each public contract is based on the legislation in force for the nature of the work it provides or performs. The CNVR contract for the treatment of stray dogs guarantees that animal welfare is ensured, but we do not know how animal welfare is being achieved and how public money is being spent on this project, as we have not been given access to public documents for the project in question. Our organization has complained to the competent bodies so that this right is respected.
It is worth noting that months ago the Municipality of Prishtina pledged to be transparent and signed an Memorandum of Understanding (Cooperation) with our organization so that each work or project of the Municipality is monitored by our organization. We invite all the media, organizations and citizens to request access to official documents for the CNVR project from the Municipality of Pristina and to demand accountability for the negligent work of the capture team of the veterinarian Taulant Kastrati after they killed a dog in their vehicle. How many dogs have ended up like this and how is public money being spent?
