The negligent and unprofessional work continues and the dogs suffer
One of the economic operators (veterinary) of the Municipality of Pristina for the CNVR project, “Goni”, is continuing with unprofessional work. It has been a while since this operator has not had a proper approach for cooperation with civil society and citizens.
This operator has allowed the members of our organization to enter the center since the Municipality of Pristina has allowed such a thing but has not allowed taking photos of dogs in the center, has not allowed to document the condition of the boxes or the conditions of keeping and has not showed his work of castration/sterilization of stray dogs.
In the photos below, you can see some dogs mistreated by this operator due to unprofessional work and because KFVA and the Municipality of Pristina (as contracting authority) have been allowing such a thing for several months now.
Dogs with advanced mange (as in the photos below), if there is no chance of recovery (which takes months), should be euthanized so that they are not left on the streets in that condition to die in agony. Veterinarian Agron Pajaziti and his partners castrated/sterilized the dog and released it on the street. We all know the fate of this dog.
Recently, the operator in question released 8 young dogs in a neighborhood of Pristina where out of 8 dogs, 4 female dogs had problems with wounds and did not recover even 3 weeks after the operation. Why they have recovered recently is because our organization has helped with veterinary treatment and thanks to a diligent activist who is taking care of those puppies in the neighborhood. These treatments are not coincidences or rare cases. Many other dogs we don’t even see how they end up and it’s not normal for 4 wounds to be this bad.
The negligent and unprofessional work must be stopped and such public contracts must be suspended (or even terminated) and we remain shocked how KFVA and the Municipality of Pristina still allow such a thing. Since 2018 we have been complaining about the unprofessional work of veterinarians and still today KFVA is not able to organize training for veterinarians but they allow stray dogs to mistreated by them. This discriminates even good veterinarians, who, due to the non-punishment of the KFVA for negligent and unprofessional veterinarians, are treated as equal to them.
Moreover, KFVA very often tries to leave this responsibility to the Veterinary Chamber of Kosovo, but we must not forget that the Veterinary Chamber of Kosovo is legally only an NGO and has no legal authority to take punitive measures against unprofessional veterinarians. KFVA has asked the Veterinary Chamber to establish the ethics commission for the evaluation of dog treatments, and according to the information we have, they has established the commission and have tried to conduct visits, but the member of KFVA has been inaccessible.
It is strongly recommended by every global professional organization with years of experience in dog population management that any project to manage this population must focus on dog welfare, as improving dog welfare will have the effect of reducing stray dogs. From the institutional silence towards negative phenomena, it is clearly understood that these institutions have not prioritized the welfare of animals in the CNVR projects so far.
