The illegal shelter in Ferizaj, (mis) managed by Flora Bujupi, is endangering the welfare of animals by refusing help to the dogs she allegedly cares for, who need urgent veterinary help.
Our organization, in addition to many cases in the past, in recent times, has twice been together with veterinary teams to treat dogs who need medical treatment at the shelter of Flora Bujupi in Ferizaj, and in both cases, she refused to let us enter, refusing support for the necessary medical treatment of the dogs she keeps. The second time, we were together with the veterinary inspectors of the Municipality of Ferizaj, and Mrs. Bujupi did not appear at the shelter, and on the phone refused to come to the center to allow the inspectors to carry out their work, as provided by Article 16 of the Law on Animal Welfare.
Although another visit was agreed by the municipal inspectors of the Municipality of Ferizaj, that visit has been canceled twice so far. This case, but also other cases that we have reported, shows that the authorized officials for do not take seriously the reports of endangered animal welfare or animal abuse. The inspectors of the municipality, but also of the KFVA, should take seriously the legal obligations that belong to them, conducting inspections in all places where there is a suspicion of endangering the welfare of animals or animal abuse.
For all those who think that dogs in any shelter are under the absolute possession of an individual, we inform them that they are wrong. All animals, whether with or without keepers (stray animals) have the right to live with dignity and in full well-being, and if this is endangered, it is the duty of the institutions to ensure full well-being of the abused animals. through proper implementation of applicable legislation.
If we all agree with animal cruelty just because the individual who keeps animals in shelters declares himself/herself a “savior” or a “benefactor”, then we are strongly endangering the rights of animals in Kosovo. As much as one can be a benefactor or a savior, if proper management and professional skills are lacking and acts against the law to provide animals with good and healthy life, it only sets a bad example for future shelters and motivates all persons, without any proper plan, to open shelters and keep the animals without well understanding their needs to live healthy and happy.
State bodies, especially KFVA, should require maximum transparency and professionalism from anyone engaged in animal rescue or treatment, so that their well-being is 100% guaranteed and there is full transparency of everyone in their work with animals.
We will use all legal means to ensure that the animals in the care of individuals/organizations/veterinary entities are treated with the dignity they deserve and their well-being is not endangered in any way.
