On November 27, 2020, with our initiative, together with the veterinary inspector of the Municipality of Prizren, we were on inspection visits to three locations in this city, where it was reported by Prizren activists that the dogs were being kept in poor conditions.
In two of these locations, we found dogs kept in bad conditions, therefore in accordance with the law, the veterinary inspector of the Municipality of Prizren, in the report of these visits, emphasized the remarks about the conditions of keeping dogs, and asked keepers (owners) that within a period of 1 week, the conditions for dogs have to be met, which are: providing a much better space for dogs inside the yard/houses, better shelter, vaccination of dogs, and sterilization. If within 1 week these conditions are not met, the dogs should be confiscated in accordance with the law. To confiscate them, we need to find shelter for them (which we do not have and the state does not help in this regard) and we need your help.
Too often pets are left with owners who do not care at all for their pets. We can not save animals if we do not cooperate for their shelter, if the keepers of the animals in question do not improve conditions. It is important to note that most dogs (and animals in general) in Kosovo are kept this way. It is enough to go to any neighborhood of Prishtina and any other city and village in Kosovo, to see dogs chained and living in terrible conditions.
Keeping dogs in very bad conditions is unacceptable. In addition to being prohibited by law, animal abuse by utterly neglecting them is well beyond any boundaries of ethics and humanity. Anyone who can not meet even the minimum requirements of an animal should not be allowed to keep animals.
We thank the activists who have reported cases of dog malnutrition, and we also call on others to report cases of animal mistreatment by irresponsible keepers (owners), directly to veterinary inspectors or the police.
We are often asked to deal with such cases, but it is impossible for us to deal with all cases in Kosovo.
