One of the fundamental objectives for preventing the abandonment, proliferation and breeding of dogs on the streets, has finally been achieved!
Acting Minister of MAFRD, Mr. Besian Mustafa, has signed two administrative instructions (MAFRD 01/2021 & 02/2021), which make it mandatory for keepers (owners) of companion animals to identify and register their animals.
Our organization together with our partners, as initiators of this process, with great facilitation and dedication from first deputy PM, Mr. Besnik Tahiri, has worked continuously in the working group together with KFVA and MAFRD officials, to finalize these two administrative instructions.
More specifically, after the entry into force of these instructions (10.03.2021), all persons who keep companion animals (dogs, cats), must identify and register their animals with veterinary entities that will be contracted or authorized by KVFA.
Our organization will meet with KFVA to discuss the implementation plan of these two administrative instructions, and then, will organize information campaigns to inform animal keepers about the new legal responsibilities they have to register their animals.
Finally, our state has a legal basis, which obliges the registration of companion animals, but more importantly, at the same time, prohibits and punishes their abandonment. This has been missing for years in our country, and we are happy that the legal basis for preventing the abandonment of companion animals has finally been established.
We thank all the actors involved, for their work and good will to move this process forward, and call on all relevant institutions to commit to the full implementation of these administrative instructions.
