Today, October 26, 2022, the Government of Kosovo has approved the “National Strategy for the Management and Control of Dogs with and without Owners”.
The National Strategy is the first document of this nature and the most important for dealing with the issue of stray dogs in Kosovo and which aims to coordinate the necessary measures, which focus on the roots of the problem with stray dogs (abandonment of puppies, illegal breeding, control of dogs with owners) to management measures of the current number of dogs on the street, and also aims to coordinate the institutions responsible for this aspect, aiming to create a system of structured and sustainable management of dogs with and without owners (free roaming/stray dogs).
The strategy was drafted with the support of our organization and experts from the EU within the project “Support to establishing disease surveillance and control programs and alignment with Chapter 12 of the acquis” and foresees all the necessary measures for effective and sustainable solutions of this problem. On the other hand, MLGA through the proposed measures has been interested in respecting the international standards of animal welfare and protecting the safety and health of people. The strategy is based entirely on the recommendations of the world’s largest organizations with experience in the field of dog population management, but also based on the practices of countries that have already solved this problem for a long time or are still solving successfully.
