From September 2020, work has been done on supplementing and amending the Administrative Instruction as follows:

  1. Administrative Instruction (MAFRD) – No. 02/2018 – For the Identification and Registration of Companion Animals, to impose sanctions on individuals who do not register their companion animals.
  2. Administrative Instruction (MAFRD) 01/2018 – On financial compensation for veterinary services in the field; – to add the compensation of veterinarians for the registration of companion animals.
  3. Breeders’ Registration and Pet Shops (pet stores / markets)

The Animal Rights Foundation and KVFA will propose the first draft of the Administrative Instruction for Breeders and Pet Shops.

Part of the working group was our organization together with the officials of the Food and Veterinary Agency and the Ministry of Agriculture, Forestry and Rural Development, with the facilitation of the office of the acting First Deputy Prime Minister, Mr. Besnik Tahiri.

The first two administrative instructions have been published for public consultation. Following public consultation and adjustments as needed or additional comments from other stakeholders, the administrative instructions will be signed by the acting Minister of MAFRD, Mr. Besian Mustafa.

The third instruction, on the criteria for breeding of companion animals, will be finalized in the coming weeks and will also be sent to the Legal Office of MAFRD for approval and signing.

We thank the institutions that have agreed to work on the essentials for mitigating the breeding of dogs on the streets. We hope they continue to do so because without a strong legal basis, it is very difficult to prevent the negative phenomena of society.

To work consistently, legally and humanely on management projects and reduce the number of stray animals on the street, pet owners (when registering) will be required to register their companion animals and will be penalized if they dump their pets in the street. Punishment can only be done if the relevant institutions are really committed to identifying the keepers / owners who have abandoned their animals. That is, if the administrative instruction in question really applies on the field as well.

Identifying and registering companion animals is key to a less painful future for stray animals and for society itself and public health and safety.

We also thank Mrs. Helen Wormser, Director of the StrayCoco Foundation, which has provided us with legal advice and resources from the Swiss state for the identification and registration of companion animals.

4 years ago, StrayCoco also organized a study visit for the former Executive Director of KFVA, Mr. Valdet Gjinovci, to visit the relevant Swiss institutions (in Zurich) for the registration of companion animals. Since then, the registration of companion animals has not started, but from the many meetings we have with KVFA, it is said that for 2021 it is planned to start the registration of companion animals as a pilot phase with the registration of 3,000 dogs (initially, because of the issue of stray dogs is more delicate and also affects Kosovar society).
