Today, on August 19, 2020, the third working meeting was held in the office of the Firts Deputy Prime Minister of the Republic of Kosovo, Mr. Besnik Tahiri, to work on short-term and medium-term steps of the situation of stray dogs in the country.

In this meeting, in addition to our organization as part of civil society, and KVFA (Kosovo Food and Veterinary Agency), the Minister of Agriculture, Forestry and Rural Development (MAFRD), Mr. Besian Xh Mustafa attended as well. He listened to us carefully regarding the legal changes that need to be made to begin the identification and registration of companion animals, more specifically, dogs with keepers (owners) because from the dumping of companiomn dogs, we have a large number of stray dogs.

The Administrative Instructions (regulation) that will be amended next week by the Working Group (KVFA and Civil Society: represented by us as an organization) and that will be submitted to the Legal Office of MAFRD, will be:

  • Administrative Instruction (MAFRD) – No. 02/2018 – For the Identification and Registration of Companion Animals, to impose sanctions on individuals who do not register their companion animals.
  • Administrative Instruction (MAFRD) 01/2018 – On financial compensation for veterinary services in the field; – to put the compensation fees of veterinarians for the registration of companion animals (dogs).
  • Registration of Breeders and Pet Shops (pet stores / markets)
    The Animal Rights Foundation and KVFA will propose the first draft of the Administrative Instruction for Breeders and Pet Shops;
